原子力規制委員会は13日、東京電力ホールディングスの柏崎刈羽原子力発電所6、7号機に設置するテロ対策施設「特定重大事故等対処施設」について、安全審査の事実上の合格証となる「審査書案」をとりまとめた。

テロ対策施設「特定重大事故等対処施設」は、通常の安全対策がうまく機能しない場合のバックアップとして備える。原子炉への注水機能の多重化や緊急時制御室などを設置し、原子炉が航空機の衝突などによる攻撃を受けても放射性物質を外部に出す事故につながらないようにする
